This study analyzes the relationship between women's empowerment programs in West Java, specifically the Sekoper Cinta and WJWE Caang programs, and a human security approach that emphasizes two main aspects: economic security and personal security. Based on data from the Ministry of Women's Empowerment and Child Protection, the Central Statistics Agency (BPS), and other sources, it was identified that women in West Java still face significant gender disparities in access to education, employment, and legal protection. Empowerment programs such as Sekoper Cinta have had a positive impact on women's individual capacity but have not fully addressed the root causes of economic problems and gender-based violence. This study used a qualitative-descriptive approach to describe the field conditions and the role of local governments. The analysis shows that women's empowerment is a strategic instrument for achieving sustainable development, particularly in the context of economic security and personal security. The recommendations, which focus on strengthening policies, providing psychosocial support, and expanding legal literacy and digital economic modules, are crucial for the empowerment of women and for achieving inclusive and sustainable regional development.
