Kajian Prioritas Glass Ceiling pada Perempuan Pekerja di Sektor Formal menggunakan Analytical Hierarchy Process

This research analyzes gender gaps and identifies the factors and issues driving the glass ceiling in the public sector in Gorontalo. The research background is based on the relatively declining Gender Inequality Index, but the persistent low level of female labor force participation, particularly in the formal sector. This study involved 46 respondents, consisting of 29 women and 17 men from 15 Regional Apparatus Organizations (OPD). The analysis used the Analytical Hierarchy Process (AHP) with decomposition, comparative judgment, synthesis of priorities, and logical consistency, processed with Expert Choice. The results show that individual factors are the main determinants in the emergence of the glass ceiling, particularly related to women's attitudes, mindsets, and personal capacities. The priority issues that emerged were gender bias and gender stereotypes, which are perceptual and socially constructed. At the individual level, gender stereotypes play a role in shaping women's self-perceptions and influencing their self-confidence. At the organizational level, work policies and procedures are still influenced by gender bias, while in the family sphere, women face a double burden due to domestic expectations. At the cultural level, patriarchal norms and stereotypes of leadership as a male domain further reinforce barriers to women's careers. These findings confirm that strategic efforts to reduce the glass ceiling in the public sector need to focus on eliminating gender biases and stereotypes that are internalized in individuals, rooted in culture, and institutionalized in organizations.
